Need help w/watt meter (middleton)

I picked up a SURAIELEC Watt Meter, thinking I'd be able to figure out why my utility bill was so high. Unfortunately, it seems I am no smarter than I look. The included instructions are sparse, at best, and nowhere near clear enough to guide me through my 'campaign'. Should anybody know where to find such guidance AND be willing to share that information w/me, I would be forever in your debt.
