These are tall plastic jars that are coming out of a fish hatchery in northern Wisconsin.
Yes, they need to be cleaned. There are close to 200 of them.
There are also large holding tanks that you will see in the later pictures. Two are stainless steel lined. The pictures with the jars on the shelves are all upside down.
