Objectives

A. TO ESTABLISH AND IMPLEMENT FAVORABLE FINANCIAL AGREEMENTS WITH PROVIDERS THROUGHOUT THE STATE FOR DIRECT SERVICES RENDERED TO PARTICIPANTS. The Director of Provider Network Development identifies large and/or critically important medical providers, integrated provider systems, and provider networks with whom to develop mutually beneficial relationships; assesses the feasibility and cost-effectiveness of potential contracted providers and networks; negotiates and contracts with providers and provider networks; ensures the WEA Trust (the Trust) work units have complete, timely, and accurate information about provider networks and contractual provisions; periodically analyzes contractual language, as well as the parties� obligations and overall relationships, to ensure regulatory compliance and preserve adequate network access; and renegotiates contracts where improvements are needed. (60%)

B. TO ENSURE THE COST-EFFECTIVENESS AND PERFORMANCE OF THE TRUST�S PROVIDER CONTRACTS. The Director of Provider Network Development monitors providers� contract performance, analyzes relevant reports, identifies reporting and systems deficiencies, and recommends reporting and system enhancements so contracts can be administered accurately and ongoing provider performance can be effectively measured. The incumbent also explores options for minimizing administrative costs associated with provider and network contracts. (15%)

C. TO ENSURE SUPERIOR CUSTOMER SERVICE TO PLAN PARTICIPANTS AND EFFICIENT COMPANY OPERATIONS THROUGH DEVELOPMENT AND SUSTENANCE OF EFFECTIVE WORKING RELATIONSHIPS WITH CONTRACTED MEDICAL PROVIDERS, INTEGRATED PROVIDER SYSTEMS, AND PROVIDER NETWORKS. The Director of Provider Network Development regularly communicates with assigned provider partners to respond to and resolve these providers� questions, concerns, or complaints; shares intra- and interdepartmental feedback about problematic partnership issues, such as those involving inefficient internal processes or inappropriate patterns of decisions cumbersome to the Trust staff and participants; and effects necessary changes by adding, changing, or removing contractual requirements, standard operating procedures and work flows, computer system enhancements, and/or staff training. (15%)

D. TO MAINTAIN FINANCIALLY COMPETITIVE HEALTH AND DENTAL PLANS THROUGH MONITORING AND EVALUATING THE ADEQUACY OF THE TRUST�S PROVIDER REIMBURSEMENT. The Director of Provider Network Development continuously evaluates provider reimbursement and recommends, develops, and implements new provider reimbursement and incentive/risk models as necessary. The incumbent also develops and maintains expertise in reimbursement methodologies to ensure the Trust�s reimbursement practices fulfill its objectives. (10%)

Qualifications Required for Appointment

To be considered for appointment to this position, the applicant must demonstrate the following:

�Commitment to excellence in customer service and other Trust values, including support for the value of labor unions and cooperative insurance programs.

�Successful provider contracting experience, including:

oExcellent provider relations experience and thorough knowledge of managed care practices and provider contracting, either in a provider or payor capacity, including knowledge of provider systems in Wisconsin and elsewhere, provider reimbursement methodologies and coding and billing procedures, and related concepts and terminology.

oThorough knowledge of insurance terminology, concepts, and benefits issues.

Reviews and analyzes claims and medical records to identify work-related health, dental, and disability claims; sets up worker�s compensation files and updates systems as necessary; and investigates and monitors all assigned claims files.

Notifies participants, their legal representatives, and other relevant parties of the Trust�s interest in claims for worker�s compensation benefits, and discusses and/or arranges for reimbursement agreements when appropriate.

Obtains information from participants, legal representatives, worker�s compensation insurers, the Department of Workforce Development (DWD), employers, vocational specialists, and providers regarding a participant�s claim for worker�s compensation benefits.

Evaluates the persuasiveness of a worker�s compensation insurer�s denial and refers files to the Worker�s Compensation Recovery Specialist as appropriate.

Reviews and evaluates DWD decisions, compromise agreements, and settlement offers to determine if the Trust�s interest was recognized and recommends follow up.

Requests and processes refunds of erroneous work-related claims payments and follows up as necessary.

Serves as a resource to staff about the appropriate processing of claims as they relate to work-related injuries or illnesses and other worker�s compensation-related matters.

Serves as a resource to participants regarding worker�s compensation benefits and the Trust�s policies on work-related injuries and illnesses.

Prepares useful worker�s compensation case file histories, analyzes case files, and makes appropriate recommendations for processing for the General Counsel�s staff and other staff�s use.

Maintains all active case files, appropriately documents all activity, and assists the administrative assistant in preparing closed files for microfilming and storage.

Serves as a resource to participants and other staff, provides assistance to the Trust�s subrogation vendor on claims activity and related matters, and receives and processes subrogation-related refunds.

10% - PERFORMS SPECIAL PROJECTS AND CLERICAL DUTIES COMPATIBLE WITH THE SKILLS AND EXPERIENCE PRESUMED FOR INCUMBENTS IN THIS POSITION, such as, but not limited to, sorting and preparing files and incoming mail for imaging; reviewing images of mail, paper files, and other documentation; assigning correspondence codes to the images; distributing reports; photocopying; and retrieving files.

The incumbent has direct patient contact primarily for the evaluation and treatment of medical and musculoskeletal pathology consistent with the scope and practice of athletic training clinical competencies as defined by the NATABOC and the State of Wisconsin Athletic Training Affiliated Credentialing Board. The incumbent must perform many of the outlined tasks with minimal or no supervision in the clinical setting and in the field. Clients include pediatric through geriatric populations in the clinical and high school settings. Incumbent has access and knowledge of confidential medical information regarding patients� medical history and supervision. Access to this information is crucial in the evaluation and treatment of patients and athletes. Access to this information is on a regular basis.

Problems encountered are of a moderate level of difficulty and can usually be solved by referring to program resources, subject matter experts and/or supervisors. A considerable amount of innovation is utilized in problem solving. Patient and/or athlete treatment plans are developed using only broad guidelines for development which require a high degree of independence in decision-making. Involving other members of the health care team in the treatment process is essential. Effective verbal and written communication skills, including the use of relevant medical terminology, are essential. General supervision and direction will be provided.

A wide variety of internal and external contact relationships are involved in performance of the duties of this position. Internal contact include but are not limited to other members of the athletic training and physical therapy staff, physicians, nursing personnel, fitness center staff, exercise physiology staff, preventive cardiology staff, radiology staff, and clerical staff. External contacts include physicians, athletic trainers, and physical therapists from other institutions, as well as patient and/or athlete family members, coaches, athletic directors, equipment vendors, and insurance representatives. The incumbent also plays a supervisory role to support staff, volunteer workers, and athletic training internship students.

Organizational skill is essential to successful performance. The position requires the ability to independently evaluate, plan treatment, and modify treatment for a wide variety of patients and athletes. A consultative role to other University of Wisconsin Hospital Sports Medicine Center staff is necessary.
